There is a growing awareness of the need for infrastructure that is both sustainable and resilient. This has been brought into sharp focus by recent events such as Superstorm Sandy, which caused widespread damage to infrastructure in the north-eastern United States.

Sustainable infrastructure is designed to meet the needs of present generations without compromising the ability of future generations to meet their own needs. Resilient infrastructure is able to withstand or quickly recover from shocks and stresses, such as extreme weather events.

The two concepts are closely linked, as resilience is often a key component of sustainability. For example, a sustainable energy system would be one that not only meets current energy needs but also can cope with future challenges such as climate change.

Achieving sustainable and resilient infrastructure requires a mix of different approaches and technologies. It also requires close cooperation between the public and private sectors.

The public sector has a critical role to play in sustainable and resilient infrastructure. Governments need to set the right policy frameworks and provide the necessary funding. They also need to ensure that infrastructure projects are well planned and managed.

The private sector is also essential to sustainable and resilient infrastructure. The private sector has the expertise and financial resources needed to design, build, operate, and maintain infrastructure. Public-private partnerships (PPPs) are one way of involving the private sector in infrastructure projects. PPPs are long-term agreements between the public and private sectors. They can take many different forms, but all involve a sharing of risks and rewards between the two partners.

PPPs are often used for complex or large-scale infrastructure projects. They can also be used to transfer ownership or management of existing infrastructure from the public to the private sector.

There is a growing need for PPP specialists who understand both the public and private sectors and can bridge the gap between them.

PPP specialists need to have a deep understanding of both sectors and how they work. They also need to be able to effectively communicate with both groups and find creative solutions that meet the needs of both sides.

The PPP Guide:

  • definitions of key terms;
  • descriptions of the different types of PPPs;
  • an overview of the PPP lifecycle;
  • explanations of the roles and responsibilities of the public and private sectors in PPPs;
  • guidance on how to prepare, structure, negotiate, contract and implement PPPs; and
  • information on how to manage and monitor PPP projects throughout their lifecycle.

The guide is available in print and electronic formats. It is also available in Arabic, Chinese, French, Russian and Spanish.

The PPP Certificate.

CP3P Foundation is the first level and there are no prerequisites to this, making it an effective entry-level course. 

The subsequent levels, Preparation (level 2) and Execution (level 3) require the Foundation course as a requirement for enrollment. There is no set progression after the Foundation course is completed – candidates can move onto either subsequent CP3P course.

The CP3P foundation program is designed to:

  • raise awareness of what PPPs are, how they work and how they can be used;
  • improve understanding of the public and private sector roles in PPPs;
  • enhance skills in project preparation, structuring, negotiation, contracting and implementation; and
  • improve ability to manage and monitor PPP projects throughout their lifecycle.

Moving through the various levels, in the subsequent courses these skills will be honed further. The Preparation course, for example, is designed for practitioners specialising in preparation and procurement. The course benefits both government and private staffs to better understand government behaviour, building on the Foundation skills, and communicate this more effectively.

The Execution course builds on the Foundation learnings more in the sense that it allows private and government sector staffs to better obtain detailed knowledge about collaborating during the execution stages of given projects.
